Yes it has been a debate for years. I guess the main change now is SD are open to more regulation and have initiated minor ones themselves. I am sure that the total bans will be very unlikely to happen for the reasons I outlined but seemingly less serious changes such as profit caps could be very damaging to the model.
A few locals I know say this comes up every election cycle and the original proposals are almost never seen through.
